Education
A native of South Dakota, Dr. Foley excelled in his undergraduate studies at the University of Notre Dame, where he graduated with honors. His accomplishments at Notre Dame were so strong that he was accepted to the prestigious Northwestern University in Chicago for his medical degree. With early aspirations of being an ophthalmologist, Dr. Foley was thrilled to be admitted to Weiss Memorial Hospital in Chicago, the University of North Carolina in Chapel Hill, and the Minneapolis Veterans Medical Center for various ophthalmology residencies. Through these experiences, Dr. Foley was able to work with some of the most experienced and renowned ophthalmologists in the country. Based on both his academic and clinical stature in the Twin Cities, Dr. Foley earned a teaching appointment as an Adjunct Instructor of Ophthalmology at the University of Minnesota, as well as serving as a Surgical Consultant and Instructor at the Veterans Administration Medical Center.
Experience
Having performed thousands of vision correction procedures, Dr. Foley is among the more experienced refractive surgeons in the United States. Among the thousands of patients who have entrusted their eyes to Dr. Foley are fellow doctors, pilots, athletes, military personnel, professional drivers, and Dr. Foley’s own family members. A strong advocate for the wonders of laser vision correction, Dr. Foley has been performing LASIK since 2001, and is proud to say that a number of his closest family members have now been freed from the hassle of glasses and contacts with LASIK.

Dr. Foley is board certified by the American Board of Ophthalmology and is Board Certified as a LASIK Specialist by the American Board of Eye Surgery. He is a member of the American Academy of Ophthalmology, the American Society of Cataract and Refractive Surgeons, and the International Society of Refractive Surgeons. Dr. Foley has admitting and surgical privileges at Midway & HealthEast Hospitals, Phillips Eye Institute, United Hospital, and Children’s Hospital of St. Paul. Dr. Foley’s numerous professional affiliations have enabled him to stay at the leading edge of surgical innovation and technology.
